Jessica Barta, Public Counsel for OIEC

Jessica Barta Jessica Corna, Public Counselwas appointed by Governor Perry as the OIEC Public Counsel on October 31, 2014. She was confirmed by the Senate of the 84th Legislature and Governor Greg Abbott reappointed Barta for another two-year term.

“I am honored to have the privilege of being reappointed as Public Counsel for the Office of Injured Employee Counsel. I would not be able to do this without the hard work of my amazing employees,” said Barta.

Before her appointment with OIEC, Barta spent four years at the Texas Department of Insurance (TDI) as the Workers’ Compensation Legislative Liaison and then Assistant Director of Government Relations. While at TDI, she reviewed and tracked all insurance-related legislation that came before the Texas Legislature. Additionally, she assisted with constituent issues and legislation related to the State Fire Marshal’s office, life, accident, and health insurance. She was also instrumental in the drafting of the biennial report to the legislature. Prior to her service in state government, Barta was General Counsel for Great American Financial Resources Inc., a company that writes lines of business for the senior market. She worked primarily with annuities, medicare supplements, long-term care and specified disease policies. She holds a bachelor’s and law degrees from Indiana University.

She and her husband, Dr. Adam Barta, have four daughters. She serves on the board for the Texas Self-Insurance Guaranty Fund and Kids' Chance of Texas, is a member of the State Bar of Texas, Austin Bar Association and the Austin Young Lawyers Association and former member of the Junior League of Austin. Additionally, she volunteers for Magellan International School, Doss Elementary School, Girls Scouts of Central Texas, i9 sports and Lonestar Soccer Club. Jessica received a Bachelor of Arts in political science and a Juris Doctor from Indiana University.
